26 July 2018 in the city of Qalinau Bathyz province of the Islamic Republic of Afghanistan held a ceremony of commissioning of a 110-kV power line Rabatkashan-Qalinay with the participation of the President of Afghanistan Ashraf Ghani and a delegation of Turkmenistan headed by the Minister of energy Ch. Purchekov.
The opening ceremony of the new building was attended by the leaders and residents of a number of provinces of Afghanistan, and the Turkmen delegation. The participation of the President of the Islamic Republic of Afghanistan Ashraf Ghani has highlighted the special significance of this event.
New transmission lines, with a capacity of 100 megawatt per hour will be the first in additional supplies of electricity in the directions of Kerki-Hamap-Harkin, Marchak (Turkmenistan)-Marchak (Afghanistan) and Rabatkashan–Qalinau. The commissioning of power lines in these areas will allow to supply increased amounts of electricity to various provinces of Afghanistan.
Millions of kilowatt–hours of Turkmen electricity have already been sent to the neighboring country via the routes Imamnazar–Andkhoy and Serhetabat-Herat, which created conditions for improving the social and living conditions of Afghan consumers, opening new production facilities and creating jobs. Hundreds of young Afghans were trained in higher education institutions of Turkmenistan in the field of energy.
As you know, the policy of President Gurbanguly Berdimuhamedov with regard to the situation in Afghanistan is based on the commitment to the settlement of existing problems exclusively through peaceful diplomatic means. In this regard, one of the effective means is to develop an effective format for international dialogue on this issue.
The Turkmen state is a key partner in the implementation of regional and interregional programs conducted under the auspices of authoritative structures and, above all, the UN. At the same time, creative initiatives voiced by the Turkmen leader from the high UN rostrum, which expressed Turkmenistan's principled position on the Afghan issue, are of particular importance and relevance.
Being one of the richest countries in the world in terms of energy resources, Turkmenistan not only reliably and smoothly supplies them to domestic consumers, but also sets a goal to make them available to external consumers.
It should be recalled that on 23 February 2018, with the participation of the heads of state and government of Turkmenistan, the Islamic Republic of Afghanistan, the Islamic Republic of Pakistan and the Republic of India, the construction of the Afghan section of the Turkmenistan-Afghanistan-Pakistan-India gas pipeline, power lines and fiber-optic communication along the Turkmenistan-Afghanistan-Pakistan route was launched. This event clearly showed that between the countries of the region the implementation of projects of Grand scale has been started.
During the opening ceremony of the transmission line Ramadasan–Kalinaw Afghan President Ashraf Ghani stressed that Afghanistan considers Turkmenistan as its good friend and reliable partner and highly appreciates the efforts of President Gurbanguly Berdimuhamedov constructive policy, acting as an effective factor of ensuring peace and security in the region.
To implement this project, a lot of work was carried out, within the framework of which the Turkmen specialists built a number of power supply facilities, including substations and power lines. The length of transmission line of 110 kV "Rabatkashan – Qalinau " on the territory of Turkmenistan is 60 km away. It is laid from the substation 110 kV "Rabatkashan" Tahtabazar region to the substation 110 kV "Qalinau" in the same place the Islamic Republic of Afghanistan. The length of the power line in the Islamic Republic of Afghanistan is 52 km, and the total length is 112 km.
The substation 110/20 kV "Qalinau" is set, the open distribution device 110 kV, one transformer 110/20 kV with a capacity of 22.5 MVA, five output feeder voltage of 20 kV. Four output voltage feeder 20 kV is connected to the air lines through the cables for the transmission of electricity to consumers of the town of Kalalau, and two feeders are in the reserve.
According to local experts, currently in place, Qalinau electricity is supplied by diesel generators. There is a 55 transformer substations 20/0,4 kV. Of them, one by 400 kVA 315 kVA six, ten 250 kVA, 160 kVA, twelve, twenty-six 100 kVA.
The Afghan people were also very encouraged by the important fact for future prospects that the signing of The "Protocol of intent between the Ministry of energy of Turkmenistan and the Ministry of energy and water resources of the Islamic Republic of Afghanistan on the construction of the Kerky-Hamyap-Harkin power transmission line"was held as part of the opening ceremony of the current power line.
According to the Document the agreement on cooperation between the Ministry of energy and water resources of Afghanistan and concern "Turkmenenergogurluşyk" of the Ministry of energy of Turkmenistan for the construction of transmission lines 110 kV from the Turkmen border to the district Hamap Afghanistan and from there to the district Harkin and one substation of 110 kV in regions Hamap and Harkin.
As the participants of the celebration emphasized, all these noble initiatives of the Turkmen leader Gurbanguly Berdimuhamedov, the policy of peace and openness pursued by him serve to strengthen and develop friendly relations between the two States, whose peoples are bound by the primordial ties of brotherhood and spiritual kinship. It was noted that Turkmenistan has been implementing a number of projects within the framework of the existing bilateral agreements, including the provision of electricity to the Afghan people on a preferential basis. Turkmen specialists are building the most important economic facilities in Afghanistan. These are, first of all, power transmission lines that deliver Turkmen electricity. The Northern neighbor provides free aid to Afghan citizens in the field of education and health care, with sincere gratitude to the participants.
The ceremony of commissioning of the transmission line Rabatkashan– Qalinau participants stressed that good groundwork was laid for future progress of the neighboring country, the welfare of the Afghan people.
In this regard, the speakers expressed their sincere gratitude to the Head of the Turkmen state for the constant assistance and support in the peaceful revival of Afghanistan, saying that the Afghan people appreciate it and value the original relations of friendship with the fraternal Turkmen people.
Thus, the current event has become another clear evidence that neutral Turkmenistan, as a universally recognized peacekeeping center of the region, always follows the high principles and ideals of peace and humanism, laid down in the basis of the foreign policy, successfully conducted by President Gurbanguly Berdimuhamedov.
