On Tuesday, President Gurbanguly Berdimuhamedov held a meeting with the leaders of the oil and gas complex, where they analyzed the "Program of development of the oil and gas industry of Turkmenistan for the period up to 2030", adjusted its parameters in a number of key areas, taking into account the current state of the global economy and the world energy market.

During the meeting, the assessment of the activities of the fuel and energy complex structural units and their managers was given, the current tasks for the near future were identified.

A report on the results of the work of industrial enterprises for January-May, 2018 was made by the Minister of State, Chairman of the SC "Turkmengas" M. Archaev. In particular, it was reported on technical and economic indicators for the production and export of natural gas, including the management of "Gazchykarysh" of the SC "Turkmengas" and contracts with foreign partners. Also, information was provided about the planned tasks approved for 2018.

Chairman of the SC "Turkmennebit" D. Khadjiev reported on the performance of oil production, on the work to maintain in good operating condition and further modernization of industrial infrastructure, exploration and identification of new promising hydrocarbon fields, their development and increase the volume of raw materials.

The Chairman of the State Corporation "Turkmengeology" S. Abdrakhmanov reported on the carried-out field geophysical studies and deep exploration drilling aimed at identifying new oil and gas deposits. There was also information about drilling and hydro-geological survey for underground water deposits, and geological work performed under the contract with SC "Turkmengas", "Turkmennebit" and "Turkmenchemistry".

The General Director of the Turkmenbashi complex of oil refineries D. Byashimov reported on the implementation of production tasks since the beginning of 2018, on the uninterrupted supply of the domestic market with oil products. It was also reported about the work on the overhaul of TCOR facilities, the implementation of the investment program.

Vice-chairman of the Cabinet of Ministers M. Meredov reported on the results of the IX international gas Congress of Turkmenistan held on May 23-24, as well as on the work carried out on the development of the country's oil and gas complex.

In particular, it was reported that within the framework of the forum, meetings of the heads of the fuel and energy industry of our country with representatives of foreign companies were organized. During the talks, a wide range of cooperation issues raised by Gurbanguly Berdimuhamedov in the energy sector, in the field of diversification of natural gas exports, the development of new gas pipelines routes in Europe and Asia were discussed. Representatives of foreign companies voiced a number of proposals for the implementation of joint investment projects in the field of processing of natural gas, oil and gas condensate, development of fields of the Turkmen sector of the Caspian sea, exploration, introduction of new technologies, best practices and scientific developments in various sectors of the fuel and energy sector.

The Vice-chairman also reported on the measures taken to increase oil production, including by increasing the pace of drilling in oil and gas fields Uzynada and Ekizak, construction and commissioning of new wells.

Advisor to the President of Turkmenistan on oil and gas issues Ya. Kakaev reported on the progress of implementation of major investment projects in the gas processing industry, the results of work of enterprises of fuel and energy complex.

As part of the report, it was noted that the construction of the TAPI gas pipeline is being carried out according to the planned schedule.

After hearing the reports, the President emphasized that the oil and gas industry occupies a leading place in the economy. In this regard, the head of the state demanded to strengthen the work on the implementation of the energy sector development programs and outlined a number of important tasks related to the energy policy of the country.

According to the President, special attention should be paid to attracting investments, building the potential of the oil, gas and geological sectors, increasing the production of products derived from oil and gas processing. The head of the state ordered to continue the work on the comprehensive modernization of the oil and gas industry, to ensure the successful implementation of projects for the exploration of new oil and gas fields, their development, production of hydrocarbon raw materials and its processing.

The head of the state gave specific instructions on accelerating the pace of implementation of the state program for the production of import-substituting products, effective technical re-equipping of fuel and energy industries, development and commissioning of already discovered oil and gas fields, as well as establishing cooperation with leading foreign companies.

The head of the state also instructed to continue the modernization of the oil and gas industry. In this regard, it was instructed to take steps to radically change the rules and order, so far used in the management system, to introduce modern international standards into it.

The head of the state also noted that following the results of the first half of 2018, it is necessary to take the measures to increase oil production, as well as production of petroleum products and liquefied petroleum gases.

Gurbanguly Berdimuhamedov instructed to prepare properly for the ceremony of commissioning of the gas chemical complex for the production of polyethylene and polypropylene in Kiyanly.

The head of the state also ordered to intensify the work to attract foreign investment for the construction of the Galkynysh field, where the TAPI gas pipeline originates, and to accelerate the implementation of this project.

The heads of the fuel and energy complex departments were instructed to continue work on increasing the volume of production and export of liquefied gas, the full implementation of tasks to increase the supply of certain types of products to foreign consumers, the acceleration of the construction of new gas chemical enterprises, the development and commissioning of open hydrocarbon fields.

The President also noted the need to achieve effective research and practical activities of industry research institutes, to study from a scientific point of view the impact on the environment of the projects implemented in the energy sector.

“It is also necessary to properly establish services to improve the productivity of oil wells, to expand geological exploration to search for new oil fields”, the President said.

The head of the state gave specific instructions to improve the quality, increase the volume of products and further enhance the work at the TCOR.
